A budget proposal by President Donald Trump could mean the sale of thousands of wild horses to slaughter. The proposal calls for anticipated savings of $10 million next year from a reduction in the cost of feeding and containing the animals, as well as cutbacks in contraception programs and roundups. Wild horses captured throughout the western states would be sold “without limitation” or without the requirement that buyers guarantee the animals would not be resold for slaughter.
